In 2008, the Environmental Permitting Regulations 2007 (amended 2010) came into force which permitted 'approved' schemes to be used to demonstrate technical competence (operator competence) for permitted waste sites. Defra and the Welsh Assembly Government approved the CIWM/WAMITAB scheme as the competence scheme for England and Wales to meet the EPR07 regulations within England and Wales.
The Scheme requires individuals to demonstrate personal competence within the prescribed framework. The Scheme recognises that different types of waste facilities present different levels of risk to the environment and therefore the demonstration of technical competence is proportional and risk based. It also recognises that individuals have different learning and development preferences therefore there are different qualification routes which can be taken to demonstrate the individual’s ability to understand and comply with the requirements of the permit(s).
To gain your operator competence, you need to complete an accredited qualification which has been identified by the Environment Agency (EA) for your site; this is the qualification which you are just about to commence. Two years after certification, you will need to demonstrate continuing competence where you will need to sit and pass a multiple choice test at a nominated test centre.
